Each of the elected officials will basically work in a four-year term, but in instances wherein the position will be unoccupied due to a member’s resignation, death or disqualification, the one who has the power to assign a new member to occupy the said position is called as the governor. The upper chamber or the house of the senate is typically led by an official called as the president, while in the lower chamber or the house of the delegate is typically led by an official called as the speaker, with respective prerogatives, duties and responsibilities that enables and allows them to influence the process of legislation in a significant manner.
